The exact cost of attending the University of California,
Santa Barbara will vary. Generally, however, the total undergraduate costs,
including fees, books and supplies, transportation, and personal expenses
for three quarters on campus during the 1997-98 academic year are estimated
to be $13,600 for residents of California and $22,600 for nonresidents,
including international students. Total graduate student costs including
fees, books and supplies, transportation, and personal expenses for three
quarters on campus are estimated to be $14,530 for residents of California
and $23,520 for nonresidents. A detailed breakdown of estimated expenses
is available upon request through the Financial Aid Office.
The university's accounts receivable billing system (known
as Billing, Accounts Receivable, and Collections, or BARC) consolidates
debts owed to the university, including fees, housing expenses, and library
fines. Students receive a monthly statement of their account status whenever
they have financial obligations to the university. Fee payment deadlines
are published quarterly in the Schedule of Classes. Newly admitted students
are notified of deadlines each quarter.
Qualified students are eligible for financial assistance
in the form of scholarships, loans, grants, and/or work-study. For more

Application fee
Every applicant for admission must submit a nonrefundable
$40 fee with the application.
Deposit fee
A nonrefundable $100 deposit is required of undergraduates
when they return the Statement of Intention to Register at UCSB. The deposit
will be applied to the registration fee only if students enroll in the
quarter for which they have been admitted.
Registration fee
The registration fee is the same for both undergraduate and
graduate students. This fee covers such student expenses as athletic facilities,
laboratory fees, outpatient care furnished by the Student Health Service,
and counseling and placement services. This fee is charged whether or not
students use these services.
Educational fee
The educational fee is paid by all students registered at
UCSB to cover a variety of educational costs as determined by the regents.
With the approval of the appropriate college dean, undergraduate students
may obtain deficit load (or part-time) status prior to the beginning of
the quarter. Approval is based upon verifiable reasons of employment, health,
or family responsibility. Students enrolled in 10 or fewer units who have
obtained deficit load approval prior to the beginning of the quarter may
be eligible for a 50 percent reduction of the educational fee.
Associated Students
fee
The Associated Students membership fee is $25.80 per quarter
and is paid by undergraduates at the time of enrollment.
Graduate
Students Association fee
All graduate students are assessed a $8.00 fee each quarter
for the Graduate Students Association and $3.00 per quarter for the Child
Care Center.
Graduate Student
Insurance fee
All graduate students are assessed a quarterly fee for mandatory
graduate student health insurance. The fee is paid by the employer for
teaching and research assistants who are employed 25% time (10 hours per
week) or more. All other graduate and international students are responsible
for the quarterly premium unless they waive out of the plan. The completed
waiver form must be submitted to the Student Health Insurance Advisor prior
to the registration fee deadline. Forms are sent to students along with
insurance information and are also available at Student Health. The university
graduate student health insurance policy provides year-round and worldwide
coverage. Contact the Student Health office for details regarding coverage

University Center
Building fee
All students are assessed a University Center (UCen) fee
of $6 per quarter, used to repay construction loans. Students enrolled
in 5.5 units or fewer are eligible for a full refund of this fee.
Transit Systems fee
The transit systems fee provides unlimited local Metropolitan
Transit District (MTD) bus service for all registered students. Students
may ride MTD at no charge by showing their ACCESS card with current registration
sticker.
Nonresident Tuition
fee
Students who have not been classified as legal residents
of California for tuition purposes are classified as nonresidents and are
subject to payment of a nonresident tuition fee of $2,995 per quarter.
Graduate doctoral students should refer to the Appendix concerning the
possible reduction of the nonresident tuition fee. Regulations governing
determination of residency are also outlined in the Appendix. Newly admitted
and returning students are required to file a Statement of Legal Residence.
Questions concerning residency classification may be referred to the Residence
Deputy in the Office of the Registrar.
Undergraduate
Accident and Sickness Insurance Plan fees
UCSB sponsors an undergraduate accident and sickness insurance
plan which covers certain medical services not provided by the Student
Health Service. It also provides medical protection outside the Santa Barbara
area. It is highly recommended that students not covered by a private policy
purchase this plan as added medical protection.
All undergraduate nonimmigrant international students
are required to purchase the graduate student health insurance plan as
a condition of registration. An insurance fee will be automatically assessed.
Waiver forms are available if you have comparable insurance coverage. Insurance
fees are subject to change without notice.

Additional Fees
Intercampus Transfer
fee
Undergraduate students who wish to transfer from one UC campus
to another must pay $40 with their intercampus transfer application.
Readmission fee
A fee of $40 is required when submitting an application for
readmission.
General regulations
All vehicles parked on campus between 6:30 a.m. and 5:00
p.m., Monday through Friday, must display a valid UCSB parking permit.
Permits are also required at all times in areas marked "Enforced 24-hours"
or "Enforced at all times." Parking is not assigned and is on a 'first-come,
first-served' basis. Valid permits are required in all designated areas,
including time zones. UCSB faculty, staff, and students are not eligible
for visitor parking. Please note the table of parking fees currently in
place for the 1997-98 year. Fees and parking regulations are subject to
change without notice.
Student parking
The purchase of a student quarterly or annual permit requires
verification of local residential address, such as a current housing lease
agreement. Students living within approximately two miles of UCSB (including
Francisco Torres, Isla Vista, and university-owned off-campus housing),
are not eligible to purchase a parking permit. Students living outside
the 2-mile limit may purchase a 'C' permit, and may only park in lots designated
with a 'C'. A limited number of parking permits are sold to on-campus,
residential students. Residential parking permits and lot assignments are
awarded by lottery, with no guarantee that all requests can be accommodated.
Alternative Transportation
Students may ride the local bus system (MTD) by showing a
current UCSB ACCESS card with a current quarterly registration sticker
attached. Information on this, in addition to carpooling, vanpooling, and
the Clean Air Express, may be obtained by calling the Transportation Alternatives
Program at (805) 893-2917.

Financial Aid
Although students and their parents are expected to make
the maximum effort to cover college expenses, many financial aid programs
exist to supplement students' resources. Funds are made available by the
federal government, the State of California, the Board of Regents of the
University of California, and various private organizations, corporations,
and donors.
Applicants may apply for financial aid before they learn
their admission status. An offer of financial assistance is sent only to
students who have been admitted to the university. Students must be U.S.
citizens or eligible noncitizens to apply. Aid recipients must be enrolled
at least half-time as regular students in a degree granting program and
make satisfactory academic progress in their course of study. Priority
for funds administered by UCSB is given to full-time students.
Applications for aid require the completion of the Free
Application for Federal Student Aid (FAFSA), available from the UCSB Financial
Aid Office, as well as from high schools and colleges. The 1997-98 FAFSA,
when submitted to the application processor, entitles qualified students
to be considered for awards from the California Student Aid Commission
(CSAC), the UCSB Financial Aid Office, and the federal Pell Grant Program.
UCSB awards are usually announced beginning in April and
take the form of a "package" of aid, which may consist of scholarship,
grant, loan, and/or work-study, according to the financial need of the
applicant and funds available. Awards may be adjusted at any time as a
result of changes to the applicant's enrollment or financial status. Awards
may also be revised during the year for a variety of reasons, including
availability of funds and changes in fees.
Deadlines
The priority deadline for submitting the 1997-98 FAFSA for
UCSB aid and for programs of the California Student Aid Commission was
March 2, 1997.
Students may still apply after the March 2, 1997 priority
deadline to be considered for the federal Pell Grant and federal Direct
Loans.
Refunds
A full refund of fees may be granted to students who withdraw
prior to the first day of instruction. Students who withdraw on or after
the first day of instruction are eligible to receive partial refunds according
to the schedule of refunds listed below. Information about refunds, fees,

is subject to change without notice.
Refund Schedules
The refund schedules are subject to revision, including retroactive
revision during the academic year, without notice by the Federal Government
or the Regents of the university of Caifornia. Title IV financial aid includes
Pell Grants, Supplemental Educational Opportunity Grant, College Work-Study,
Perkins Loan, Direct Loans, Unsubsidized Direct Loans, and Parent Loans
for Undergraduate Students (PLUS).
